Restart, make sure all other programs are closed, make sure you are logged in as an Administrator, and disable any antivirus software and try it again.

If you still get this error, then it was a bad download. Download and install again. Before downloading, make sure to delete your temporary internet files to make sure that is a fresh copy. To do this, open up Internet Explorer, go to the Tools menu, Internet Options, and under Temporary Internet Files click on Delete Files, hit OK. Also disable any antivirus software, download managers, etc that may be causing an issue as well. To check your download progress, hit Ctrl+J on your keyboard.
