When starting a new project, make sure to choose Freeform Decals (this is 8.5" x 5.5"). Next turn on Rulers by going to the View menu, View Options, Show Rulers. To insert your picture, go to the Pictures/Clipart panel and click on My Pictures. Browse for your image and hit OK. You can now resize your image to whatever size you want by dragging the handles on the perimeter, in or out. The rulers at the left and top, are in inches if you're in the US, or centimeters if you're anywhere else. Use these to size your picture however you'd like. To fine tune, you can double click on the image, and adjust the size in there as well.
